Seth Martindale is a Senior Managing Director with the Economic Incentives Practice within CBRE Consulting. He has extensive experience in site selection analyses and economic incentive negotiations engagements. Mr. Martindale currently helps clients by acquiring the most advantageous incentives offer through the creation of negotiating leverage utilizing a variety of proven techniques.

Mr. Martindale has extensive experience working on multiple different site selection and incentive negotiation engagements which have varied widely in size, function, and scope. His combination of skills and experience, blended with an MBA concentrated in strategy and leadership provides a unique and very beneficial skill set to clients.

Mr. Martindale currently works as an engagement manager on multiple location analysis and incentive negotiation projects. Additionally, he provides financial support in the analysis and evaluation of incentive offers from state and local jurisdictions led by other engagement managers.

Prior to joining KSM, Alex spent five years at the Indiana Economic Development Corporation, most recently as the Central Indiana Business Development Director. In this role, he secured impactful commitments, attracting over $1 billion in investment and creating thousands of jobs for the region. Alex's expertise lies in navigating the complex landscape of state and local incentive programs, securing meaningful benefits for clients across diverse industries like advanced manufacturing, life sciences, and technology.

As a skilled negotiator and project manager, Alex collaborates closely with clients and economic development officials to craft and execute customized incentive packages tailored to their specific needs. His deep understanding of grant programs, tax incentives, and infrastructure credits empowers him to unlock significant cost savings and accelerate growth for his clients.

Alex received a Bachelor of Science degree in public affairs from Indiana University.

Alex currently serves on the policy committee for the Indiana chapter of NAIOP.

Shannon O’Hare has been with C&W for 7 years and has over 20 years of experience in economic development and financial incentive negotiation.

She creates financial benefits for clients in distribution, manufacturing, back office/customer service operations, research, and headquarters facilities. Ms. O’Hare represents clients across a wide range of industries including automotive, energy, hospitality, healthcare, technology, consumer products, and retail. Ms. O’Hare also successfully negotiates incentives for real estate development projects across the country. She has extensive experience in negotiation of public-private partnerships involving various economic development incentive tools.

Ms. O’Hare prides herself on her long-standing client relationships, adding value to client deals throughout the US. She remains involved with clients and projects long after incentives are negotiated, ensuring clients have the ability to fully monetize benefits.

Prior to her current position, Ms. O’Hare was Director for NexGen Advisors, a boutique development finance and incentive consulting firm, and held previous positions at Deloitte and Arthur Andersen, LLP.

Ms. O’Hare has a BS in Accountancy from the University of Illinois, Urbana-Champaign. She is a frequent speaker on and contributor to economic development topics and publications. She is also a member of several economic development and real estate organizations and serves on the Commercial Real Estate Executive Women (“CREW”) National Industrial Board.

Mandy Scott leads the Missouri Global Location Investment, Credit and Incentives and Workforce Services practices. In this role, Mandy is responsible for coordinating strategic incentive negotiations for global, federal, state, and local credit and incentive efforts for her clients. In addition, Mandy serves as the Missouri statutory and discretionary credits and incentives desk and assists clients across the country considering relocation, growing and/or expanding within Missouri.

During her 15 years with the firm, Mandy has assisted clients in securing hundreds of millions of dollars in incentives including multistate statutory credit and discretionary incentives, property tax abatements, workforce development grants, sustainability incentives, job creation and retention tax credits, sales tax rebates, cash grants, permit fee waivers, investment tax credits, employee retention credits, Disaster Zones, Opportunity Zones, and utility rebates.

Mandy serves clients in various industry within the Missouri market including manufacturing, telecommunications, consumer products and retail, pharmaceutical, health care and chemical.

As Senior Vice President and Principal, Monty serves as Chair of Colliers’ Economic Incentives practice group and helps lead Colliers’ national site selection and incentive negotiation services business line - guiding clients looking to invest in new expansions or relocation alternatives. As the facilitator of Colliers’ proprietary site selection modeling tool, Indsite®, Monty executes multi-state corporate location decisions through consulting engagements focused on labor analytics, utility infrastructure, logistics, taxes, environmental considerations, economic incentives, and overall business climate.

During the span of his career, he has consulted on projects with an estimated capital investment of over USD $6 billion and new direct employment of over 3,000. He has had the privilege of working with clients across North America, South America, Europe, Middle East, and Asia in an array of industries including operations in manufacturing, distribution, and office. His clients include both domestic and international companies looking to invest within the United States and abroad.

In 2018, Monty was peer recommended and accepted into the leading industry group, the Site Selectors Guild. As a voice for the next generation of site selection professionals, Monty has spoken widely on site selection and strategic negotiation strategies at conferences hosted by the American Chamber of Commerce Executives, Mississippi Development Authority, University of Georgia's Carl Vinson Institute of Government, Southern Company, Tennessee Valley Authority, among others and has written for industry magazines such as Area Development and Trade & Development.
